Crossroads Constitution & Bylaws and Policy & Procedures Documents

Dear Crossroads Members,  

The Elders will be bringing forth a motion to update the Constitution & Bylaws and the Policy & Procedures Manual to better reflect how we currently operate as a body of believers.  This will be done on February 17, 2008 at a special called business meeting immediately following church services that day.  We are taking this approach, so that we can satisfy the requirement that we have 50% of the membership voting on the Constitution & Bylaws part of this motion and a two thirds of those votes, yes, to pass.  This comes as a recommendation from the committee (Frank Owens and Tom Nettles), working closely and praying with the elders and others.  

The attached list of changes has been presented at several regular business meeting over the past year by an appointed committee.  This committee has been working on the changes with input from church leaders and the elders over the past 18 months at the direction from the church.  

To facilitate this we will be handing out ballots at the end of the service for each member to vote “yes” or “no” to approve the changes proposed.  We thought this would expedite the meeting on February 17, 2008.

We are not planning on making copies of the documents to hand out to everyone as we feel this would not be practical.  Instead we will have copies of them in the Fourier for you to look at and review at your leisure.  If you have questions please ask one of the elders.  You can also go to our WEB Site at http://www.crossroadsgleneagle.com/ to see a copy of the documents.  

Please be in prayer that God will give you discernment over the next several weeks to vote on these proposed changes.

Suggested Changes and Questions  

Constitution & By-Laws

 Primary Changes:

1.      Regular business meetings may be postponed at discretion of elders.

2.      Deleted need for membership business meetings to vote in new members……. (Do at regular meetings).

3.      Changed prior notice of special business meeting from two weeks to one.

4.      Any Elder can act as moderator (now says Chairman of Elders).

5.      Church officers (exception of Pastor) term of office will be four years and may serve consecutive terms with approval of church body.  Now says three years and no consecutive terms.

6.      Renamed it Building and Property Committee and deleted Christian Education Committee.

7.      Committee members’ term of office shall be four years and may serve consecutive terms with approval of church body.  Now says three years and no consecutive term.

8.      Church property valued at $5000 or less can be disposed of by Elders w/o church vote.  Now says $500.

 Policy & Procedures Manual  

Primary Changes:  

1.      Elders can serve four year terms with approval of church body and can serve consecutive terms.  Same with Deacons.  Both currently say three years and not consecutive terms.

2.      There will be minimum of four Elders, including the Pastor as Teaching Elder. Was no minimum……….need for “check/balance.”

3.      Committee members may serve four years (now three) and serve consecutive terms (Was cannot), both with approval of church.

4.      Timing of voting on committee members changed to May business meeting…..November too busy with budget.   Start term of office in July instead of Jan.

5.      Elder may approve expenditure up to $500 w/o church body prior approval.

6.      Two years before declaring member inactive (now one year).

7.      Notice for special business meeting – one week…..now says two weeks.

8.      Appendix section completely redone………..just to align subjects.

9.      Added paragraph allowing Elders to temporarily suspend policies and procedures.

10. Added requirement for Church Clerk to maintain committee membership records.
